Water System modification: The contract is complete. We are waiting for the State health department to approve the system. No change from last week.
New staging Building: The contractor is 60% complete with the building. Interior insulation, wall panels, electrical and plumbing work are on going.
Compressors: No change, the contractors are pointing fingers at each other. Will take a little more time to sort it out.
Water Supply: Our well pump quit working. A new one is on order.
Fortunately the 8000 gallon tank is installed, we filled it up by water
truck. We are able to keep
the place operational until the pump is repaired.
Bake Oven:
----------

LHO Vacuum Bake Oven A load #31 consisting of COS Beam Dump Glass is
to be released 5.20.99.
We have been experiencing erratic behavior from the RGA beginning with
load #30 and now believe this to be the result of the recent discovery
that one of the RGA
probe pins ("filament return & repeller" pin) is still partially
shorted to ground (initial problem thought to have been corrected earlier).
Stan opted to approve this load
(load #31) based on the aggregate of more than one post bake scan.
The nature of this "erratic" behavior is such that the signal is either
present or absent for a given
AMU for a given scan. Thus, several scans, when looked at together,
can show the total picture. I will vent, realign the repeller grid and
reinstall the RGA probe
after load #31 gets unloaded.
LHO Vacuum Bake Oven A load #32 (Stainless Steel) is set to begin vacuum baking 5.21.99.
Seismic Isolation Installation:

Dome for BSC7 was installed and Bellows were all torqued. Chamber
was pumped down over the weekend. After several Leak Tests it was
determined that the
SW Bellows had a leak from its Large Conflat. This is significant
because in order to switch out the bad gasket, the imposing Gate Valve
south of the chamber is in
very close proximity to this work area--so much so that the Bellows
can not be removed unless either the Gate Valve is removed or the Support
Tube is removed
(both jobs being considerably painful). In order to make everyone
happy a manuever was made to make the task trivial. The Air Bearings
were activated and the
whole system (Downtube, Support Tube, Crossbeams) were actuated ~.5"
north, away from the Gate Valve. This provided enough room for the
V-Blocks to be
removed so that the Bellows could be moved just enough so that the
suspect gaskets could be removed and swapped with a new pair. This
Bellows is being
worked on as I type. All of this is being done without the removal
of the Dome.
Leak Tests showed that the opposite Bellows on the same Support Tube
is also a "leaker". This one will be worked on in similar way to
the one mentioned above,
but it should be monumentally easier. Once both Bellows are Sealed
up chamber will be pumped down and Leak Checks will be made (keep your
fingers
crossed). Thanks to Nergis Mavalvala, Gary Sanders, John Worden,
and Bobby & Brenda for all of their help. And
to Stan for realizing that the removal might be possible without pulling
the dome and support tube!
Hugh is having fun in Livingston offering assistance with Seismic and alignment work.
As for next week, if we are lucky and our Bellows all pass, stack build
up will begin. Robert Scholfield will also work on taking some magnetic
field measurements.
PreStabilized Laser:
--------------------

The source of the daily variations in the PSL output power has been
traced to ambient temperature fluctuations in the area that houses the
laser water chiller causing
the laser head temperature to vary. By opening the doors to the
laser chiller enclosure and thus exposing the chiller to the temperature-stabilized
LVEA environment,
the variations have been significantly reduced.
We plan to add louvers to the enclosure doors as a permanent solution.
Note that this is not expected to be an issue for the 4k interferometers
at Hanford or
Louisiana because the chiller enclosures for those lasers are not adjacent
to an outside wall of the buildings.
I attended a very productive end-to-end model meeting a Caltech earlier
this week. We generated a schedule for the modeling and integration of
the PSL and IOO
components of the WA-2k ifo. model. Basically, we plan to have
significant validation results by the LSC meeting in July.
Optics:

Activities are picking up in the optics lab once
more with the first attempts of gluing SOS optics with the new fixtures
and procedures. The ITMy-2k and Fmy-2k
are being re-cleaned and will be fitted to there
new gluing fixtures. Hopefully we will be back on track installing optics
soon. It will be nice to give chase to those
seismic installation guys. Thursday was
an interesting day with the PAC meetings, tours and activities. They were
very informative talks.
Electronics & Electrical Systems

The PSL DCU monitor cables have been installed and we will be looking
at signals from them as soon as possible. The cables are connected
to a new board made
by Jay H. and installed by Rich A. This will be the burn in test
of this board.
A new power center has been assembled and moved into the LVEA.
This is to provide power for the various installations that are going on.
At times the facility
does not have enough outlets for the equipment need for installation.
This new power center will be used to provide enough ckts for the installation
and is portable to
relocate to where it is needed.
Computing Systems:

This week I finished typing the email account aliases into the database
on the server. I helped with a couple of problems getting PCs setup
to use the new email
server. Otherwise, the new email server seems to be working well.
All the LHO permanent residents are now getting their email from the LHO
email server.
Beam-Tube Bake Out:

Still chasing a leak...
At the time this report was compiled, Ski informed
the LHO staff that the leak was resolved and that, therefore, the 4 module
beam tube bakeout is now complete. Congratulations are above. - GHS
Optics & Vacuum Labs: This is the last of
the Culligan DI saga; we're over
spec and have been so with 18.3 meg-ohm water
for 3 weeks now, and I've
signed off on their PO! The first batch
of ISC viewports are out of the bake
oven, and we'll begin installation as soon as the vertex is up to air,
next
week. The 40 gal ultrasonic cleaner we made works great, and as soon
as we
complete a fixture to create a false bottom above the transducer we'll
begin
cleaning large items. Liquinox was definitely the culprit causing the
foaming in the waste treatment plant. Henceforth Liquinox waste goes
into
the storm drains so Gerry can use it for watering the lawn. Hugh Radkins
has
been here all week, and Ken Mason arrived Wednesday to go over alignment
issues. Continued working in the shop area. We've plumbed in shop air,
installed a small bead-blast cabinet and erected a dustscreen behind
the

Vacuum System The clean purge air compressors ,for the VE, have been
serviced by the manufacturer, JPL Consultants, and will be back in
service
as soon as we receive the timing module for the dryers. We expect to
have
them on Fri. The bellows for the BSC support tubes are in the bake
oven and
will be ready early next week. (Allen Sibley)
Beam Tube Bake out (Cecil Franklin)
1.We have been notified by PII the X-1 module is now completed, and
ready
for a LIGO acceptance walk down inspection. This inspection has been
scheduled for 5-24-99.
2.Excel have completed the visual and electrical megaohm inspection
of the
five transformer shipped from Hanford.
3.We have unpack the Power Supply trailers and return the tie down straps
to Hanford.
4.Custom Concrete cutters Inc. has completed the coring all the round
holes
in the BTE along the X and Y arms a total of 30ea. 6" holes and 29ea.

- New check payment procedure in place which consist of a check request
form. This system is intended to assist in more timely payments
and provide
for better record keeping in case of an audit.

- MSDS book set up in control room and being maintained by Bonnie, includes

The 75% Design for the Landscape/Erosion work was completed. We estimate
that the design package will be completed next week and will be ready

- The reference cavities used in the frequency stabilization of the
PSL
have arrived from REO. All reference cavities for the sites are

- Modification of the remaining PDA-55 photodetectors, to lower their
transimpedance, has commenced. Only 6 more photodetectors require
the
modification. These photodetectors are used for the intensity
stabilization and for monitoring the transmission of the pre-modecleaner
and reference cavities.

Hanford 2-k IOO
- SOS gluing
Cleaned mode cleaner flat, mode cleaner curved, and MMT1. Measured the
thickness of these optics and glued wire stand offs and wire guid rod.
The
methods to measure the thickness and to glue the wire standoffs are
the
same as previously (Used the previous fixture).
Helena, Sany, Janeen, Betsy, and Dave have started
the (hopefully) last
gluing of the MCCM. MCFM, and MMT2 using the
new fixtures.
- RFAM
Nergis and Sany have performed more RFAM measurements; the optical layout
has been modified to eliminate measure spurious RFAM on the orthogonal
polarization channel. There is still excess noise at 30 MHz (even
with the modulator off) which could be caused by the 30 MHz signal
being picked up in the PSL, or some leakage of the LO into the modulator
(which was still cabled). Experiments are ongoing.
LLO 4K
Seven small optic suspensions were shipped to Livingston today, for
vacuum
baking there.
Core Optics Procurement and Metrology -- GariLynn Billingsley

We have measured the first in our survey measurements of End Test Masses.
The survey is intended to sort and match ETMs into pairs of similar
Radius
of Curvature. Unfortunately the building air conditioning has
changed from
winter to summer mode and we are having difficulty stabilizing the
temperature in the room. Each new configuration takes over a
day to check
out, although some are seen to be clearly inappropriate within a few
hours.
Fortunately the End test masses have the smallest radius of curvature
(7400
m) so that 0.3 degrees change in temperature seems to only cause ~30
meter
change in measured radius of curvature. It is worthwhile to bear
in mind
that we are only matching here... we needn't yet have the absolute
numbers.
Core Optics Coatings -- Helena Armandula

Bonding issues: Moving
ahead. We made several sets of magnet / dumbbell
assemblies. The bonds tested were strong. One
of them held 4 kgs. of shear
force for 16 hrs. without breaking, another took
the 4 kgs. for a few
minutes. The bonds are strong enough for
our application. The fixtures
used to make this assembly need some modifications.
Tested the new SOS fixture on a dummy mass. Working
with hot fixtures makes
the process difficult, requires 2-3 people to
complete the task. However,
the fixture seems to work and we'll start the
bonding of face magnets on
Florida's optics today.
Also the Folding Mirror is in process, Janeen
removed the old standoffs,
cleaned the optic and cemented the wire standoffs.
We are ready to bond
face magnets.
Core Optics Support -- Michael Smith

PO TELESCOPE
Awaiting completion by SORL for the polished mirrors. Ken M. is continuing
to revise the production
drawings for the PO telescope. Mike S. is designing alignment fixtures
for
the PO telescope procedure.
ETM TELESCOPE
First article ETM Telescope has been assembled and checked. Several
parts
will be modified at production to reduce weight and provide for ease
of
assembly. The lens mounting bores were too tight and will be opened
up in
the production model. The smallest diameter lenses of the lot of 7
should
fit inside the present housing. Ken M. is designing assembly tools
for
inserting the lenses.
PO MIRRORS
All fabrication is complete for the 2K PO mirror assemblies except
for
minor rework to correct a fabrication error on one of the tilt assemblies.
Ken has selected a stronger return spring for the tilt mechanism.
CAVITY BEAM DUMP
Drawings are complete. Craig C. and Paul K. prepared drawing packages,
and
a purchase order is being processed for the beam dump support structures
in
BSC8. Craig has completed the detailing of the beam dump structures
for
BSC4. BSC7 should be completed the week of 5/24. A purchase order will
be
let for the BSC4 and BSC7 beam dump structures after the BSC8 parts
have
been received and checked, approximately 6/16/99. The glass for the
plate
beam dumps is being AR coated.
VACUUM WINDOW
Awaiting delivery from Varian of the re-made con-flat o-ring groove
parts.
COS IR ALIGNMENT BEAM
The COS IR alignment illumination source has been ordered. The surveillance
camera for viewing the projected alignment beams has been ordered.

1. Electronics Rack:
The side panel has been installed in the rack and the multiplexer is
being connected to the top plate cables. Hytec expects to complete
the
multiplexer installation this week, at which time they will begin the
side panel to multiplexer wiring. This operation will take most of
the
next week.
2. Cables:
Hytec has performed continuity checks on BSC4 cables. All of
the
cables checkout without problems. They will be shipping the cables
to LHO
early next week. BSC7 and BSC1 cables will be inspected and shipped
to
LHO around the end of May or beginning of June.
3. Scissors Tables:
Hytec has completed the assembly of the four BSC scissors table and
shipped
them to LLO. The next BSC scissors tables will not be available
until the
end of the May. Hand Precision has pushed both the April and
May delivery,
eight tables for each month - 16 total, to the end of May. The Superior
Jig
scissors tables have been reworked (spring cup holes tapped). Hytec
has begun
assembly of these scissors tables as HAM units and plans to complete
the
assembly of all 16 tables by the end of May.

good.
-Working with Gabriela Gonzales on characterizing the cross coupling

into
account these cross couplings.

We decided to test a new suspension material for the microphone, latex
tubing. We will be able to suspend this in the same manner as
the
previous design, with out any changes to the suspension mounting parts
that are on order. I had also modified the design for the support
bracket that will be used for the microphones on the HAMs (this has
not
been ordered yet, so there is no change to parts on order). The
previous design was to flexible. New quotes are due in by Monday.
Finished the assembly drawings for the microphones on HAMs and BSCs.
Continued work is being done to clean up the drawing for the sensor
locations for Hanford. The Livingston drawing will follow after
the
Hanford drawing is complete.
Continue to clean up the assembly drawings for the sensors to their
respective mounts at unique locations.
Continue to work on the particle monitor design.

- LHO 2K LVEA ASC system wiring diagrams and rack drawings are ~50%
complete.
- WFS dewhitening board schematics are ~75% complete and should be
complete by
5/28. Board layout will begin after the WFS/Bull's Eye PD board is
complete.
- WFS/Bull's Eye PD schematics are 95% complete. They will be finalized
next
week after tests of the new digital attenuator are complete.
- Quad PD schematics are complete and preliminary board layout has
begun.
LSC CDS:

I had to rework part of the LSC photodiode PCB layout because of some
mechanical problems with Joe's packaging in the RF box. I am working
on the
system layout drawings at the same time to sort out the interfacing
and
cabling.
Timing System:

The first article of the new GPS Clock Driver is almost finished being
stuffed. I should be able to test it with the fanout module during
the next
week.

Assisted the Livingston Site Manager by requesting two (2) Vehicles from the General Services Administration (GSA) Fleet Management Office in Harahan, LA, attention: Mr. John Creel.
Prepared a prepaid Purchase Requisition to United Motor Freight for
transporting two (2) Bake-Out Trailers scheduled for 6/2/99. This
pre-payment will eliminate the possibility of late payment during the
Oracle Conversion (Dark Period) which is scheduled for 6/15/99.

LIGO QA is working with Rai Weiss to revise the vendor Fluorel o-ring bakeout set up. Plan to have the vendor run additional Fluorel samples with an oven air bleed this weekend for Weiss to conduct sticking tests late next week. Additional Fluorel o-rings are on order, but LIGO will need a bigger bakeout capability (compared to size of R. Weiss oven) to not impact the Livingston bakeout schedule.

Anderson:
Testing HPSS for sustained high speed parallel data transfers.
Initial test was successful for 15 hours at a sustained rate of 8MByte/s
for a total of ~0.5 TByte successfully transferred from the 40m into
HPSS.
Individual file transfers where running at ~20MByte/s.
Lazzarini:
Worked with Mark Coles and Joe Romano (U.T. at Brownsville) on a proposal by UTB to NSF for a minority education program. It would involve students working at LLO and parallel [beowulf] computing architecture implementation at UTB for student education with this type of technology.
Issued a revised draft of the numerical algorithms library design doc. for review by LSC data chairs and LDAS/GDS staff.
Coordinated with Wallace, Kent on a near-term schedule for LDAS installation at LHO.
Livingston:
We are working on removing a virus from the PCs.
We are getting prices for additional software packages.
Hanford:
This week Christine finished typing the e-mail account aliases into
the database
on the server. Helped with a couple of problems getting PCs setup to
use the new e-mail server. Otherwise, the new e-mail server seems
to be
working well. All the LHO permanent residents are now getting
their
e-mail from the LHO e-mail server
CIT:
Samantha has been working on copying CDs for different people. It was
discovered that certain files copy well under one installation of Windows95
and
not another. She will be looking into seeing what the problem may be.
(Barbara K.)The web application for LSC progress reports is now available
to the
public. Worked with Syd to test the forms and make a number of
last minute
changes. Attended a meeting about procedural issues surrounding
the
reports. Put links to the application on the LIGO Home and LSC
web pages.
Since Syd sent out his announcement about the site, we've received
one
report.
Prepared a web page with draft plan for reworking the web servers.
Rebuilt the web DCC database used for searching.
Entered 8 abstracts into the Amaldi database. These are abstracts
that
were received by e-mail before we added an abstract text field to the
forms
and database. Talked with a candidate for Valeda's position.
Worked on a number of SUN boxes in recovery of the break-in that took
place last
week. Going over the logistics of eliminating some of the services
that can be
exploited and how those services can be better controlled if they are
still
needed.
Rebuilding and fixing a number of PC's that have been infected by the
"Happy99.exe" virus. We have had to rebuild a few of the machines but
most were
fixed by running a anti-virus routine. Jonathan Kern from the Livingston
Observatory also sent a procedure that they used to clean out the virus
which
appears to work.
A number of orders have been placed for new equipment to be located
at CIT and
the Observatories. Also, going over maintenance contracts and s/w license
renewals.
Sean has resumed work on the kater replacement unit after being
distracted by
the break-in. The unit is complete with the exception of a few applications
that
need to be installed.
Rita Torres
For I Petrac did change order No. 5 to Allied Engineering, change order No. 5 to Schober Machine, change order No. 1 to ASCO Engineering, change order No. 4 to MIT. Distributed the signed Schober, ASCO, CRDF documents. Helped format attachment 3 to the Virgo MOU.
For Detector group, began work on various documents related to Fluoride extraction, including ways of tracking. This project is ongoing. Took an all-day class on Project '98 to better navigate in the tool so as to better support the Detector group in tracking trips and other things.
For G. Billingsley obtained hardcopies of 14 publications -- thanks go to C. Mak who helped with most of them. For R. DeSalvo typed from handwritten technical notes; result 6 pages. Copied and distributed for review the set of operating procedures for Livingston. Ordered supplies for Wilson House.

PLEASE NOTE: This report is for 4 days only. One day taken as Vacation.
Worked on preparing the paper work for various new trips taken recently (17 Purchase Requisitions and 15 Advance Requests). There are 16 additional new trips in various stages pending completion of travel arrangements.
Completed all of SURF Travel except for the 1 student coming from Belgrade, Yugoslavia. His participating in the 1999 SURF Program is becoming doubtful since I haven't been able to contact him for about 2 weeks. The SURF schedule is from June 14th thru August 20th and many of LIGO's members are acting as Mentors.
Completed 29 Expense Reports, some of which were extensive, involving 2 or more pages each. Many of these reports were still not taped or completed by the Traveler, and required additional time for completion. Also worked on a number of problem issues which required a good portion of my time. Received, but not yet completed my audit, 22 Expense Reports. These should be completed in next couple of days, barring unexpected delays. I'm holding 6 expense reports which require additional information and/or missing receipts from the traveler.
Prepared Travel/Vacation Itinerary for the Week of May 17th, 1999.
Performed miscellaneous duties as requested by various
members of the LIGO Project here at Caltech, as well as from members of
the staffs of each of the two (2) sites.
Elizabeth K. Wood
Attended yet another APE Town Hall. This one was entitled AN OVERVIEW OF THE APE TRAINING PLAN. Indeed it was. We still don't know when we'll start training nor do we have any idea what the training schedule will be, but we have definitely gotten an overview of the intentions of APE to get us trained.
Dealt with some fun personnel issues. This week's crisis centered around visas for various and sundry employees. Many thanks to Ben Ortega for his insight and knowledge of the ins and outs of the INS.
In anticipation of the arrival of ORACLE, I sent a memo over to the phone office changing the account numbers to which our long distance access codes are being charged. Also have updated PAN forms in anticipation of the HRIS dark period. Has everyone had a good look at the Ape Bulletin outlining the current tentative schedule of events? Does everyone know about the dark period for purchasing and hiring?
Typed up a draft of a memo from Riccardo concerning the Advanced R&D Progress Report to the NSF.
