Concerning: An LSC Computing Oversight Committee

It is becoming increasingly clear that the LSC needs to have a way to coordinate
the computing capabilities of the Collaboration and to jointly develop proposals 
for computing resources. As a step toward satsifying this need, I have asked
Albert Lazzarini to establish and initially chair an LSC Computing Oversight 
Committee. The membership of the committee will include one representative from each of
the LSC computing centers (UWM, Penn State, Caltech, MIT, and UTB), the LSC 
Software Coordinator and a knowledgeable user (Tom Nash).

The initial functions of the committee include:

1) Establish a coordinated computing resource plan for the Collaboration

   a) Define roles and responsibilities for the LSC member institutions

   b) Establish the joint and unique functions of the various centers

   c) Resource allocation of LSC computing facilities,

   d) Identify mutually beneficial hardware purchases.


2) Develop a coordinated approach to new computing initiatives

   a) Establish the LSC plan for grid computing

   b) Identify and exploit new opportunities for computing resources

3) Establish the LSC participation in the international gravitational wave network

Please suggest a member for this committee from your institution. Once this has been 
settled I will send a letter to the Collaboration announcing the formation of the 
new committee.
